Universit\u00e9 d\u2019Et\u00e9 is an in-depth event for professionals that was held on 9 September at the Monastery of Astino, therefore in a delightful setting, during the Landscape Festival “The Masters of the Landscape”.<\/p>\n
This year there was talk of PROFESSIONS FOR LANDSCAPE and it was a stimulating afternoon full of design and construction suggestions for the growth of the concept of landscape in Italy.<\/p>\n
\nHow is the territory taken care of? Why can and should new landscape professionals be trained?<\/p>\n<\/blockquote>\n
A discussion on these topics was possible thanks to the skilful organization of the Arketipos association.<\/p>\n
I was undecided on how to deal with this afternoon’s information transfer, however, to savor each step, I decided to divide it into 3 parts and report the interventions as they were without journalistic interference.<\/p>\n
So here are the pregnant interventions of the guests and good reading.<\/p>\n

\nWhy are millennials asking for two things: connection and sustainable development?<\/p>\n<\/blockquote>\n
There are five pillars that must be kept in mind in the future:<\/h4>\n
\n
- The Connection,<\/strong> \u00a0 intended as a link, is essential.<\/li>\n
- The attractiveness of a territory<\/strong> also derives from the quality of its projects, and its way of life derives from the quality of the results of the projects themselves.<\/li>\n
- Resilience<\/strong>, composed in this field\u00a0 of all the elements of soil defense, adaptation to climate change, etc. For example, the ways in which it is necessary, for each municipality, to try to predict the adaptation of its territory to those conditions that we know have been declined.<\/li>\n
- Land consumption<\/strong>, Lombardy was the first region, in which no new buildings can be made since 2014 in addition to those already planned for 2014. We checked and saw that new buildings were 25% lower by 2020.<\/li>\n
- The Landscape.<\/strong>\u00a0The two strategic projects that are being carried out are the regional ecological network and the regional green network. I can assure you that the difficulty of these plans is the consultation between the regional directorates and the institutions.<\/em><\/li>\n<\/ol>\n
Although the will is strong, it is the modalities that create some problems.<\/strong><\/em><\/p>\n
How is the territory taken care of? Why is geo-historical localization important?<\/h3>\n
I would like to recall, within the green network project, what we call geographical areas of the landscape, that is, the areas of planning of the territory from the point of view of the landscape through a geo-historical analysis.<\/p>\n
\nWho carried out the geo-historical analysis for the Bergamo Province?<\/p>\n<\/blockquote>\n
This analysis was carried out by prof. Ferlinghetti of the University of Bergamo and serves to make known the area and those elements that are important from a landscape point of view.<\/p>\n
It may seem trivial, but every municipality, despite having by constitution the competence of its own territory, often does not know it in relation to the surrounding area.<\/p>\n
A short time ago, the project by a recognized landscape architect in the province of Bergamo did not consider that the area was the intersection between the Carolingian road and the Francigena road. From the point of view of the landscape, that was fundamental information that the municipality did not have.<\/p>\n
If the specific characteristics of a place are not considered, the project can be suitable for New York, Milano and Sydney. One cause is the lack of contextualization of the territory.<\/p>\n
In summary, the geo-historical analyzes allow this contextualization that gives all those who have to act on that territory at a landscape level the tools to create a targeted project.<\/em><\/p>\n
The hope is therefore to highlight these experiences, like today, to find a concrete application and introduce them in the observatory. <\/strong><\/h4>\n
Every year, the Lombardy Region draws up an observatory report on territorial planning and for two years this report has focused on a specific area.<\/p>\n
Last year was that of land consumption with the data I have reported above. <\/strong><\/p>\n
This year it will be on local IT systems and this is also an important element of knowledge. <\/strong><\/p>\n
We are projecting ourselves towards digitized territorial government plans and I hope for the next year both on the landscape. <\/strong><\/p>\n
Our aim is to sow this knowledge and these tools. <\/em><\/p>\n
I must admit that the conflict exists between the Region and the Ministry, in fact, to date only 5 landscape plans have been approved in all of Italy. After approval, it takes tens of years to verify the landscape constraints. <\/em><\/p>\n
It took the Lazio region 22 years to cover 400 bonds, Piedmont 10 years to cover 300 bonds, Lombardy there are 887 bonds. After this step the region must conform its instruments according to the co-verified landscape plan. <\/em><\/p>\n
Tuscany, ahead of all, finished co-checking in 2016 and had 270 constraints. To date, they have brought 5 regulatory plans into compliance. In summary, this poses critical issues that need to be resolved. <\/em><\/p>\n

Ero indecisa su come affrontare il trasferimento di informazioni di questo pomeriggio, per\u00f2, per assaporare ogni passaggio, ho deciso di dividerlo in 3 parti e riportare gli interventi cos\u00ec com\u2019erano senza ingerenze giornalistiche.<\/p>\r\n

\r\nPerch\u00e9 i millenials chiedono due cose: connessione e sviluppo sostenibile?<\/p>\r\n<\/blockquote>\r\n
Cinque sono i pilastri che si devono tenere presente in futuro:<\/h4>\r\n
\r\n
- La Connessione,<\/strong>\u00a0intesa come collegamento \u00e8 essenziale.<\/li>\r\n
- L'Attrattivit\u00e0 di un territorio<\/strong> deriva anche dalla qualit\u00e0 dei suoi progetti, e il suo modo di vivere deriva dalla qualit\u00e0 dei risultati dei progetti stessi.<\/li>\r\n
- La Resilienza,<\/strong> composta in questo campo\u00a0da tutti gli elementi di difesa del suolo, di adattamento al cambiamento climatico, ecc. Per esempio, sono state declinate le modalit\u00e0 con cui si deve, per ogni comune, cercare di prevedere l\u2019adattamento del proprio territorio a quelle condizioni che noi conosciamo.<\/li>\r\n
- Il Consumo di suolo,<\/strong> la Lombardia \u00e8 stata la prima regione, nella quale gi\u00e0 dal 2014 non si possono fare nuove edificazioni oltre a quelle gi\u00e0 previste al 2014. Abbiamo controllato e visto che al 2020 le nuove costruzioni sono state inferiori del 25%.<\/li>\r\n
- Il Paesaggio.<\/strong>\u00a0I due progetti strategici che si stanno portando avanti sono la rete ecologica regionale e la rete verde regionale. Posso assicurarvi che la difficolt\u00e0 di questi piani \u00e8 la concertazione tra le direzioni regionali e le istituzioni.<\/em><\/li>\r\n<\/ol>\r\n
Pur essendo la volont\u00e0 forte sono le modalit\u00e0 che creano qualche problema.<\/strong><\/em><\/p>\r\n
Come si cura il territorio? Perch\u00e9 \u00e8 importante la localizzazione geo-storica?<\/h3>\r\n
Vorrei ricordare, all\u2019interno del progetto di rete verde, quelli che chiamiamo ambiti geografici del paesaggio, cio\u00e8 gli ambiti di progettazione del territorio dal punto di vista del paesaggio attraverso un\u2019analisi geo-storica.<\/p>\r\n
\r\nChi ha svolto l'analisi geo-storica per la Provincia Bergamasca?<\/p>\r\n<\/blockquote>\r\n
Quest\u2019analisi \u00e8 stata svolta dal prof. Ferlinghetti dell\u2019universit\u00e0 di Bergamo e serve per mettere a conoscenza del territorio e di quegli elementi che sono importanti da un punto di vista paesaggistico.<\/p>\r\n
Sembrer\u00e0 una banalit\u00e0, ma ogni comune, nonostante abbia per costituzione la competenza del proprio territorio spesso non lo conosce in rapporto all\u2019area circostante.<\/p>\r\n
Poco tempo fa il progetto di un riconosciuto paesaggista in provincia di Bergamo non ha considerato che su quell\u2019area c\u2019era l\u2019incrocio tra la via carolingia e la via francigena. Dal punto di vista del paesaggio quella era un\u2019informazione fondamentale che il comune non aveva.<\/p>\r\n
Se non si considerano le caratteristiche specifiche di un luogo, il progetto pu\u00f2 andare bene per New York, per Milano e per Sidney. Una causa \u00e8 la mancata contestualizzazione del territorio.<\/p>\r\n
In sintesi le analisi geo-storiche permettono questa contestualizzazione che d\u00e0 a tutti coloro che devono agire su quel territorio a livello paesaggistico gli strumenti per creare un progetto mirato.<\/em><\/p>\r\n
L\u2019auspicio quindi \u00e8 quello di mettere in evidenza queste esperienze, come la giornata di oggi, per trovare un\u2019applicazione concreta e introdurle nell\u2019osservatorio. <\/strong><\/h4>\r\n
Ogni anno, la Regione Lombardia redige una relazione dell\u2019osservatorio sulla pianificazione territoriale e da due anni questo rapporto focalizza su un ambito specifico.<\/p>\r\n
L\u2019anno scorso \u00e8 stato quello del consumo di suolo con i dati che ho riportato sopra. <\/strong><\/p>\r\n
Quest\u2019anno sar\u00e0 sui sistemi informatici territoriali e anche questo \u00e8 un elemento di conoscenza importante. <\/strong><\/p>\r\n
Ci stiamo proiettando verso dei piani del governo del territorio digitalizzati e mi auguro per il prossimo anno sia sul paesaggio. <\/strong><\/p>\r\n
Il nostro scopo \u00e8 seminare questa conoscenza e questi strumenti. <\/em><\/p>\r\n
Devo ammettere che tra Regione e Ministero il conflitto esiste, infatti, a oggi solo 5 piani paesaggistici sono stati approvati in tutta Italia. Dopo l\u2019approvazione ci vogliono decine di anni per verificare i vincoli paesaggistici. <\/em><\/p>\r\n
La regione Lazio ci ha messo 22 anni per coverificare 400 vincoli, il Piemonte 10 anni per coverificare 300 vincoli, la Lombardia ci sono 887 vincoli. Dopo questo step la regione deve conformare i propri strumenti secondo il piano paesaggistico co-verificato. <\/em><\/p>\r\n
La Toscana, pi\u00f9 avanti di tutte, ha finito di co-verificare nel 2016 e aveva 270 vincoli. Ad oggi hanno reso conformi 5 piani regolatori. In sintesi questo pone delle criticit\u00e0 che bisogna risolvere. <\/em><\/p>\r\n
